HOUSE BILL HB 118
AN ACT prohibiting the commemoration of groups who take up arms against United States policies.
ANALYSIS
This bill prohibits the commemoration on public property of any nation, group, or individual who takes up arms against United States policies, unless the commemoration is permitted by a 2/3 vote of the state legislature.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT prohibiting the commemoration of groups who take up arms against United States policies.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Powers of the Governor and Council; Miscellaneous Provisions; Restriction on Commemorations. Amend RSA 4 by inserting after section 47 the following new section:
4:48 Restriction on Commemoration of Groups Who Take Up Arms Against United States Policies. No memorial on public property of the state shall commemorate any nation, group, or individual who takes up arms against the expressed policies of the Congress and President of the United States, except that such a memorial shall be permitted by a 2/3 vote of the house of representatives and the senate.
2 Effective Date. This act shall take effect 60 days after its passage.
