AN ACT relative to discounted tolls under the regional electronic toll collection system.

ANALYSIS

STATE OF NEW HAMPSHIRE

AN ACT relative to discounted tolls under the regional electronic toll collection system.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Toll Criteria; Discount . Amend RSA 237:11, V to read as follows:

V. In establishing tolls or charges pursuant to RSA 237:9, 24 or 40, the governor and council shall discount or reduce the established tolls by a minimum of 50 percent on any of the turnpikes in the system for those motor vehicles that participate in the regional electronic toll collection system.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 137-FN - FISCAL NOTE

AN ACT relative to discounted tolls under the regional electronic toll collection system.

FISCAL IMPACT:

The Department of Transportation indicates this bill will decrease state turnpike restricted revenues by $1,006,669 in FY 2005, $1,373,500 in FY 2006 and $1,754,989 in FY 2007. There is no fiscal impact to state, county and local expenditures or county and local revenues.

METHODOLOGY:

The Department states this bill will decrease turnpike restricted revenues primarily from truck vehicle patrons. The revenue decrease above was computed by increasing the toll discount from the current 30% to the 50% rate stated in this bill for class 5 through 9 truck vehicles. The Department computed the decrease by determining the total full fare revenue from discounted truck patrons and then applied the 50% discount rate to compare to the current toll revenue at 30%. Growth rates were then applied to this differential for traffic volume increases. There will be no change in toll revenues from passenger car patrons. It is assumed that the percentage of passenger car customers that will participate in the regional electronic toll collection system will not be materially different from the percentage of patrons currently using tokens and receiving a 50% discount under the current token program

The Department assumes the New Hampshire EZ-Pass regional toll collection system will be in place beginning in FY 2005. The Department further assumes that the market share of all EZ-Pass customers will represent 30% of the total in FY 2005, 40% in FY 2006, and 50% in FY 2007. The Department states this bill will have no direct impact on state restricted expenditures, however, any revenue reductions must be in conformance with revenue bond covenants.
