HOUSE BILL 142
AN ACT relative to motor vehicle registration expiration dates.
ANALYSIS
This bill authorizes the director of the division of motor vehicles, upon application, to designate a month for the expiration of the registration of a vehicle that is different than the anniversary of the registrant's birth.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT relative to motor vehicle registration expiration dates.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Rulemaking; Changes of Registration Expiration. Amend RSA 21-P:14, III by inserting after subparagraph (ii) the following new subparagraph:
(jj) Procedures for application for and approval of changes of registration expiration dates, as authorized by RSA 261:62, IV.
2 New Paragraph; Expiration of Registration of Vehicles; Change of Expiration Date. Amend RSA 261:62 by inserting after paragraph III the following new paragraph:
IV. Notwithstanding any other provision of law to the contrary, the director may, upon application by the owner of a vehicle on a form prescribed by the director, designate a month for the expiration of the registration of the vehicle that is different than the anniversary of the registrant's birth. Following such designation, the next registration of the vehicle shall expire at midnight on the last day of the designated month following the registration, unless such month falls within 6 months of registration, in which case the registration shall expire at such time in the following year. Permit and registration fees shall be prorated as necessary to accommodate the extension or contraction of the registration period. Inspections required by RSA 266:1 of vehicles with registration months designated under this paragraph shall expire simultaneously with registrations under this paragraph. Registration months designated under this paragraph shall continue for as long as the person owns the vehicle. The commissioner shall adopt rules to implement this section.
3 Effective Date. This act shall take effect 60 days after its passage.
