AN ACT authorizing the creation of special purpose village districts within the Fall Mountain regional school district.
ANALYSIS

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT authorizing the creation of special purpose village districts within the Fall Mountain regional school district.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Village Districts; Public School Facilities Village Districts.
I. Notwithstanding any provision of law to the contrary, the towns of Acworth, Alstead, Charlestown, Langdon, and Walpole are authorized to establish village districts which shall be comprised wholly of each town for the purpose of constructing, owning, and maintaining public school facilities within the geographic limits of said village districts.
II. Each village district may rent or lease such public school facilities to the Fall Mountain regional school district or any other political subdivision hereafter existing with responsibility for the education of the pupils resident in the towns, may make all other contracts necessary to carry out this purpose, and may exercise any other power conferred upon village districts by RSA 52 or other provision of law.
III. After their establishment, such public school facilities village districts shall be deemed to be duly authorized political subdivisions of the Fall Mountain regional school district for purposes of applying for, receiving, and expending all forms of aid, grants, and guarantees with respect to the school building including, but not limited to, school building aid under RSA 198 which shall be paid at the same level as received by the Fall Mountain regional school district, and state guaranty of bonds or notes under RSA 195-C.
IV. Nothing in this section shall be construed to authorize public school facilities village districts to staff or operate such schools, to provide public education to any pupil, or to exercise any power reserved to school districts or school boards, except such powers expressly granted in this section.
2 Effective Date. This act shall take effect 60 days after its passage.
