AN ACT relative to lucky 7 licenses.

AMENDED ANALYSIS

This bill:

I. Allows the sweepstakes commission to issue lucky 7 licenses for up to one year.

II. Requires payment of purchased tickets with 30 days of delivery.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to lucky 7 licenses.

Be it Enacted by the Senate and House of Representatives in General Court convened:

254:1 Application Fee; Application of Funds. Amend RSA 287-E:19 to read as follows:

287-E:19 Application Fee; Application of Funds.

I. The lucky 7 license [application] fee shall be $10 per month or any part of a month for up to 12 consecutive months per application.

[I-a.] II. Applications for renewal shall be received by the commission 15 days prior to [the first of each month] expiration, unless such requirement is waived by the commission for good cause shown.

[II.] III. All fees collected by the commission under this section shall be deposited in the special fund established under RSA 284:21-j.

254:2 Lucky 7 Licenses. Amend RSA 287-E:20, III to read as follows:

III. The license shall not be transferable, shall expire on the last day of the last month for which it was issued, and shall only be valid for one location. A separate license shall be obtained for each location at which lucky 7 tickets are to be sold.

254:3 Financial Reports. Amend RSA 287-E:24, I to read as follows:

I. A charitable organization shall submit a complete financial report for each license issued under RSA 287-E:20 to the commission within 105 days from the date of issue and every 90 days thereafter, or within 15 days after the expiration date of the license, whichever occurs first.

254:4 New Section; Payment to Distributor. Amend RSA 287-E by inserting after section 23 the following new section:

287-E:23-a Payment to Distributor. Licensees shall pay for purchased tickets no later than 30 days after delivery.

254:5 Effective Date. This act shall take effect July 1, 2003.
