STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT making an appropriation for the pilot program to study and establish protected instream flows and water management plans on the Lamprey River and the Souhegan River.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Appropriation; Pilot Program to Study and Establish Protected Instream Flows and Water Management Plans on the Lamprey River and the Souhegan River. The sum of $1 is hereby appropriated to the department of environmental services for the biennium ending June 30, 2005, for the purpose of establishing a pilot program to study and establish protected instream flows and water management plans on the Lamprey River and the Souhegan River in accordance with 2002, 278. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect July 1, 2003.

HB 353 FISCAL NOTE
AN ACT making an appropriation for the pilot program to study and establish protected instream flows and water management plans on the Lamprey River and the Souhegan River.
FISCAL IMPACT:
The Department of Environmental Services has determined this bill, as amended by the House (House Amendment #2003-0568h), will increase state general fund expenditures by $235,000 in FY 2004 and $365,000 in FY 2005. There will be no fiscal impact on county and local expenditures or state, county and local revenues.
This bill appropriates $1 from the general fund to the Department of Environmental Services for the biennium ending June 30, 2005 for the purposes of this act.
METHODOLOGY:
The Department stated this bill provides funding for establishing a pilot program to study and establish protected instream flows and water management plans on the Lamprey River and the Souhegan River in accordance with Chapter 278, Laws of 2002. The appropriation will fund contract costs to implement a portion of RSA 483 and all of Chapter 278, Laws of 2002.
Estimated contractor costs for developing Protected Instream Flow (PISF) studies and Water Management Plans (WMP) are as follows:
