HOUSE BILL 362-LOCAL

AN ACT relative to approval of certain capital and operating costs in the Fall Mountain regional school district.

ANALYSIS

This bill provides that the Fall Mountain regional school district shall separately obtain the approval of each of its constituent towns, Acworth, Alstead, Charlestown, Langdon, and Walpole, for all annual, contractual, and bonded expenses and operating costs, levied against the towns by the Fall Mountain regional school district apportionment agreement and that any surplus remaining in any town at the close of the fiscal year shall be returned to the town that generated the surplus and shall be used to reduce the rate of the local property tax in the following school year.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to approval of certain capital and operating costs in the Fall Mountain regional school district.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Approval of Certain Capital and Operating Costs in the Fall Mountain Regional School District.

I. Notwithstanding any provision of law to the contrary, the Fall Mountain regional school district shall separately obtain the approval of each of its constituent towns, Acworth, Alstead, Charlestown, Langdon, and Walpole, for all annual, contractual, and bonded expenses, and operating costs levied against the towns by the Fall Mountain regional school district apportionment agreement. Shared costs, including special education costs, shall not be included under the provisions of this paragraph.

II. Any surplus remaining in any town at the close of the fiscal year shall be returned to the town that generated the surplus and shall be used to reduce the rate of the local property tax in the following school year.

2 Effective Date. This act shall take effect 60 days after its passage.
