AN ACT relative to exceptions for unauthorized use of firearms and firecrackers in cities and towns.
ANALYSIS
This bill permits a person to discharge a firearm within a compact part of a city or town with the written permission of any landowner residing within 300 feet of such person's property.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT relative to exceptions for unauthorized use of firearms and firecrackers in cities and towns.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Unauthorized Use of Firearms and Firecrackers; Discharge of Firearms. Amend RSA 644:13, I to read as follows:
I. A person is guilty of a violation if, within the compact part of a town or city, such person fires or discharges any cannon, gun, pistol, or other firearm, except by written permission of the chief of police or governing body or as otherwise provided in this section.
2 New Paragraph; Unauthorized Use of Firearms and Firecrackers; Discharge of Firearms. Amend RSA 644:13 by inserting after paragraph II the following new paragraph:
III. In the absence of written permission from the chief of police or governing body, a person shall not be guilty of a violation for discharging a firearm in the compact part of a town or city if such person has obtained written permission from any landowner in the compact part of a town or city who resides within 300 feet of such person's property.
3 Effective Date. This act shall take effect January 1, 2004.
