STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT requiring the use of state credit cards for reimbursable expenses.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Salaries of State Employees; Reimbursement of Employee Expenses. Amend RSA 99 by inserting after section 7 the following new section:
99:7-a Reimbursement of Employee Expenses. An employee shall use a credit card for any expenses to be reimbursed by the department. Each department shall develop and implement a plan requiring the use of credit cards for all reimbursable expenses. The plan shall be available to all employees who incur reimbursable expenses in the course of state employment.
2 Department Plan to Require Use of Credit Cards for Reimbursable Expenses. By January 1, 2004, each department shall develop a plan to transition from the current reimbursement system to one requiring the use of credit cards. Each department shall fully implement a reimbursement system requiring the use of credit cards by July 1, 2004.
3 Effective Date. This act shall take effect 60 days after its passage.

FISCAL IMPACT:
The Legislative Budget Assistant has determined that this legislation has a total fiscal impact of less than $10,000 in each of the fiscal years 2003 through 2007.
