HB 1197-FN-A-LOCAL - FISCAL NOTE
AN ACT relative to selling a certain parcel of state-owned land to the town of Hopkinton.
FISCAL IMPACT:
The Department of Transportation indicates this bill will decrease state highway fund revenue and increase local expenditures by an indeterminable amount in FY 2004. There is no fiscal impact on state and county expenditures or county and local revenue.
METHODOLOGY:
The Department states that while this bill provides that a 5.7 acre parcel of state-owned real estate will be conveyed to the Town of Hopkinton for $1, the appraised value of this parcel is between $83,000 and $90,000. The difference between the appraised value and $1 is the estimated revenue loss projected by the Department. The increase in local expenditures represents the amount the Town of Hopkinton will pay for this parcel.
