AN ACT relative to certain tolls on the Everett Turnpike.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to certain tolls on the Everett Turnpike.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Toll Collection Prohibited. Notwithstanding the provisions of RSA 237:9, 237:11, or 237:40, the commissioner of transportation shall not establish toll rates or other charges for the use of exits 10, 11, and 12, southbound, on the F. E. Everett Turnpike and shall cease collecting tolls or other charges at such exits.

2 Effective Date. This act shall take effect July 1, 2004.

HB 1354-FN - FISCAL NOTE

AN ACT relative to certain tolls on the Everett Turnpike.

FISCAL IMPACT:

The Department of Transportation indicates this bill will decrease state turnpike restricted revenues by $1.31 million in FY 2005, $1.34 million in FY 2006, and $1.36 million in FY 2007, state turnpike restricted expenditures will increase in FY 2005 by $5.52 million and decrease by $480,560 in FY 2006 and $494,977 in FY 2007. There is no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

The Department states that this bill will decrease turnpike restricted revenues from tolls by the amount that will not be collected due to the cessation of ramp toll collections. State expenditures will be reduced annually relative to the cost of toll collection that will no longer be necessary by the elimination of ramp plazas. Also, a one-time plaza removal and exit ramp realignment expenditure will be incurred in FY 2005.
