HOUSE BILL 1386

AN ACT relative to participation by nonresident taxpayers in town meetings.

ANALYSIS

This bill permits nonresident taxpayers to speak and participate in the deliberation of issues at a town meeting, but does not allow them to vote.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to participation by nonresident taxpayers in town meetings.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; Participation by Nonresident Taxpayers. Amend RSA 40 by inserting after section 16 the following new subdivision:

Participation by Nonresident Taxpayers

40:17 Participation by Nonresident Taxpayers. Nonresidents of a town in which they pay property tax shall be permitted the same right to address town meetings as town residents, but nonresidents shall not have the right to vote.

2 Effective Date. This act shall take effect 60 days after its passage.
