HOUSE BILL 1412

AN ACT relative to college and university recognition of student organizations and athletic teams.

ANALYSIS

This bill declares that no policy developed and implemented by an institution within the university system of New Hampshire shall deny official organizational status to a student organization or athletic team based on the organization's or team's policy of accepting students of a certain age or who have successfully completed a certain number of credit hours.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to college and university recognition of student organizations and athletic teams.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; University System of New Hampshire; Administration. Amend RSA 187-A by inserting after section 16 the following new section:

187-A:16-a Recognition of Student Organizations. No policy developed and implemented by an institution within the university system of New Hampshire shall deny official organizational status to a student organization or athletic team based on the organization's or team's policy of accepting students of a certain age or who have successfully completed a certain number of credit hours. Such policy shall establish criteria to be met, and shall include an initial probationary period of not less than one semester, or its equivalent, during which time certain rights and privileges of an organization or team may be temporarily withheld. The policy shall also provide that if an organization or team fails to meet the established criteria upon the expiration of the initial probationary period, a secondary probation, during which time a temporary loss of recognition of organizational status for a period of time exceeding one semester, or its equivalent, may be imposed. The policy shall allow an organization or team to petition for reinstatement of recognition of organizational status upon the expiration of the secondary probation.

2 Effective Date. This act shall take effect 60 days after its passage.
