AN ACT making an appropriation for the restoration of the White Island Light Station.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT making an appropriation for the restoration of the White Island Light Station.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Statement of Purpose. The White Island Light Station located off the coast of Rye, New Hampshire and constructed in 1865, is New Hampshire's only offshore lighthouse. The lighthouse is visible from the beach and stands as a reminder of New Hampshire's cultural and maritime heritage. Over the years, ocean wave activity, severe weather, frost damage, and salt infiltration have caused structural cracks in the tower of the lighthouse. The general court declares that it is in the interest of the people of New Hampshire to preserve the White Island Light Station. The appropriations in this act will be used to remove and replace damaged bricks and mortar, and repaint the tower to seal it against water infiltration thereby returning the lighthouse to a condition of structural integrity.

2 Appropriation. The sum of $125,000 for the fiscal year ending June 30, 2004 is hereby appropriated to the division of parks and recreation, department of resources and economic development for the purposes set forth in this act. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Acceptance of Funds Authorized. The state is authorized to accept a sum not to exceed $125,000 raised by the "Lighthouse Kids" of North Hampton for the upkeep and future maintenance of the White Island Lighthouse.

4 Effective Date. This act shall take effect July 1, 2003.

HB 274 FISCAL NOTE

AN ACT making an appropriation for the restoration of the White Island Light Station.

FISCAL IMPACT:

The Department of Resources and Economic Development has determined this bill, as amended by the House (House Amendment #2003-0404h), will increase state restricted revenue and expenditures by $125,000 in FY 2004. State restricted revenue and expenditures will increase by $125,000 in FY 2004. There will be no fiscal impact on county and local expenditures or revenues.

This bill appropriates $125,000 from the general fund to the Department of Resources and Economic Development in FY 2004 for the purposes of this act.

METHODOLOGY:

The Department states this bill appropriates $125,000 for the sole purpose of removing and replacing damaged bricks and mortar, and repainting the tower to seal it against water infiltration. This bill further authorizes the acceptance and expenditure of $125,000 from the Lighthouse Kids of North Hampton for the purpose of upkeep and future maintenance of the White Island Lighthouse.
