HOUSE BILL 382
AN ACT relative to state-funded health insurance.
ANALYSIS
This bill prohibits the state from providing health insurance to persons who do not qualify for such health insurance under the eligibility standards in effect as of the effective date of this bill.
The bill also prohibits the healthy kids corporation from providing health insurance to low-income adults unless specifically authorized by the general court.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT relative to state-funded health insurance.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; State-Funded Health Insurance Prohibited for Certain Persons. Amend RSA 126-A by inserting after section 4-a the following new section:
126-A:4-b State-Funded Health Insurance Prohibited for Certain Persons.
I. The department shall not directly or indirectly provide, or assist others in providing, health insurance to persons who do not qualify under the department's eligibility standards in effect as of the effective date of this section.
II. This section shall not prohibit the department from participating in studies regarding state-funded health insurance and the department may apply for any appropriate grants to support such studies.
2 New Section; Health Insurance to Low-Income Adults. Amend RSA 126-H by inserting after section 8 the following new section:
126-H:9 Health Insurance to Low-Income Adults. The corporation shall not provide health insurance to low-income adults unless specifically authorized by the general court.
3 Effective Date. This act shall take effect 60 days after its passage.
