STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to the waiting list for services for people with developmental disabilities and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Appropriation; Funding Services for People with Developmental Disabilities. The sum of $ 8,178,000 for fiscal year ending June 30, 2004, and $ 9,671,000 for fiscal year ending June 30, 2005, is hereby appropriated to the department of health and human services, division of developmental services, for the purpose of providing support services to individuals with developmental disabilities who are on the state waiting list for such services. The governor is authorized to draw a warrant for this amount out of any money in the treasury not otherwise appropriated.

2 Effective Date. This act shall take effect July 1, 2003.

HB 421-FN-A - FISCAL NOTE

AN ACT relative to the waiting list for services for people with developmental disabilities and making an appropriation therefor.

FISCAL IMPACT:

The Department of Health and Human Services indicated this bill will increase state expenditures by $16,356,000 in FY 2004 and $19,342,000 in FY 2005 and each year thereafter. State revenues will increase by $8,178,000 in FY 2004 and $9,671,000 in FY 2005 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.

This bill appropriates $8,178,000 in FY 2004 and $9,671,000 in FY 2005 from the general fund to the Department of Health and Human Services for the purposes of this act.

METHODOLOGY:

The Department stated this bill funds services for individuals on the developmentally disabled waiting list for the coming biennium. Approximately 360 individuals will be on the waiting list at the beginning of FY 2004 and an additional 17 individuals will need services in FY 2005. The Department assumed that the Medicaid Program will reimburse the state for 50% of the cost of these services, therefor, revenue will be dependant on expenditures. The Department stated the services provide long-term care for the developmentally disabled and assumed that services would continue after the current biennium.
