STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT relative to state reimbursement of public safety expenditures made by the town of Plymouth on behalf of Plymouth state college.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Reimbursement of Expenses; Town of Plymouth.
I. Plymouth state college shall reimburse the town of Plymouth for actual expenses related to public safety support of Plymouth state college, calculated annually pursuant to the formula in paragraph II.
II. To determine the reimbursement in paragraph I, the annual expenditures for safety and the protection of life in the town of Plymouth shall be divided by the number of the total population in the town to achieve a per capita quotient. That result shall be multiplied by the number of students who reside on the campus of Plymouth state college, the product of which shall be the amount to be reimbursed to the town of Plymouth.
2 Effective Date. This act shall take effect upon its passage.

HB 610 FISCAL NOTE
AN ACT relative to reimbursement of public safety expenditures made by the town of Plymouth on behalf of Plymouth state college.
FISCAL IMPACT:
The University System of New Hampshire indicates this bill will increase state expenditures and local revenue by $345,000 in FY 2004 and each year thereafter. There will be no fiscal impact to state and county revenue or county and local expenditures.
METHODOLOGY:
The System states the bill requires Plymouth State College to pay the Town of Plymouth for public safety and outlines a formula for payment. The System assumes that public safety includes town police, ambulance, dispatch and fire services, and that the College's current annual payment to the Town of $210,000 made for dispatch and fire services provided by the Town, will terminate. The impact is estimated below:
