HOUSE BILL 686-FN

AN ACT relative to health insurance provided through the state.

ANALYSIS

This bill requires the department of health and human services to establish a program to allow New Hampshire citizens to purchase the state employee health insurance plan at the group rate. The commissioner of the department of health and human services is granted rulemaking authority for the purposes of the bill.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to health insurance provided through the state.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; New Hampshire Citizen Health Insurance Plan. Amend RSA 126-A by inserting after section 62 the following new subdivision:

New Hampshire Citizen Health Insurance Plan

126-A:63 New Hampshire Citizen Health Insurance Plan Established. The commissioner shall establish a program to allow New Hampshire citizens to purchase the state employee health insurance package at the group rate, plus an administrative fee. The commissioner shall adopt rules, pursuant to RSA 541-A, relative to the proper administration of this subdivision.

2 Applicability. This act shall apply for the biennium beginning July 1, 2005.

3 Effective Date. This act shall take effect 60 days after its passage.
