STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

A RESOLUTION urging the state to include individual development accounts in the Temporary Aid to Needy Families (TANF) program.

Whereas, individual development accounts encourage monthly savings by working poor families who are trying to buy their first home, pay for post-secondary education or job training, or start their own business; and

Whereas, the federal government permits states to incorporate individual development accounts in their Temporary Assistance for Needy Families (TANF) plans; and

Whereas, a portion of TANF funds may be used to match savings by qualified individuals participating in an individual development account program; and

Whereas, individual development accounts provide a valuable tool for low-income working families to build assets and become financially self-reliant; now, therefore, be it

Resolved by the House of Representatives, the Senate concurring:

That the New Hampshire general court hereby urges the department of health and human services to explore ways of integrating individual development accounts into the state TANF program; and

That copies of this resolution, signed by the speaker of the house of representatives and the president of the senate, be forwarded by the house clerk to the commissioner of the department of health and human services.
