AN ACT relative to the New Hampshire state flag.

This bill would change the state flag by removing the representation of the frigate Raleigh and replacing it with a representation of the Old Man of the Mountain.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Four
AN ACT relative to the New Hampshire state flag.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 State Emblems, Flag; State Flag. Amend RSA 3:2 to read as follows:
3:2 State Flag. The state flag shall be of the following color and design: The body or field shall be blue and shall bear upon its center in suitable proportion and colors a representation of the [state seal] Old Man of the Mountain. The [seal] representation of the Old Man of the Mountain shall be surrounded by a wreath of laurel leaves with nine stars interspersed. When used for military purposes the flag shall conform to the regulations of the United States.
2 Effective Date. This act shall take effect 60 days after its passage.

SB 319-FN-LOCAL - FISCAL NOTE
AN ACT relative to the New Hampshire state flag.
FISCAL IMPACT:
The Department of Administrative Services states this bill will increase state expenditures by $64,500, increase county expenditures by $3,010, and increase local expenditures by $80,496 in FY 2005. There will be no fiscal impact on state, county, and local revenue.
METHODOLOGY:
The Department states there are about 500 state flags that are currently on display at state facilities and approximately 1,000 state flags in storage at state facilities and state agencies that sell flags. The 1,500 flags will have to be replaced at a cost of $43 per flag, increasing state expenditures by $64,500 in FY 2005. The Department estimates there are 50 state flags on display at county facilities, and approximately 20 flags in county storage. The 70 flags will have to be replaced at a cost of $43 per flag, increasing county expenditures by $3,010 in FY 2005. Finally, there are approximately 1,404 state flags currently on display at municipal facilities and approximately 468 state flags in municipal storage. The 1,872 flags will have to be replaced at a cost of $43 per flag, increasing local expenditures by $80,496 in FY 2005.
