AN ACT relative to a park and ride multi-modal facility in the city of Nashua.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Four
AN ACT relative to a park and ride multi-modal facility in the city of Nashua.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Legislative Finding. The legislature finds that the development and construction of a park and ride multi-modal facility to accommodate parking for approximately 1000 vehicles on a parcel of land located at the intersection of the Daniel Webster Highway and East Spit Brook Road in the city of Nashua would serve the public good by reducing the amount of traffic on the state's highways, improving air quality, fostering the extension of rail service to the region, and fostering long term economic development of the city of Nashua and the surrounding region.
2 Park and Ride Facility. The commissioner of the department of transportation shall cooperate with the city of Nashua to develop and construct a park and ride multi-modal facility on a parcel of land located at the intersection of the Daniel Webster Highway and East Spit Brook Road in the city of Nashua in the approximate configuration developed for the public hearing of June 26, 2003. The final design, purchase of necessary property interests, and the construction of the project shall be completed and funded in accordance with RSA 240.
3 Layout. Notwithstanding the provisions of RSA 230:14, because all of the property interests to be affected by this project are located solely within the city of Nashua, the 3 members of the layout commission shall be appointed by a majority vote of the mayor and aldermen of the city of Nashua.
4 Effective Date. This act shall take effect 60 days after its passage.

SB 446-FN - FISCAL NOTE
AN ACT relative to a park and ride multi-modal facility in the city of Nashua.
FISCAL IMPACT:
The Department of Transportation indicates this bill will increase state highway expenditures by $738,000 in FY 2004 and $460,000 in FY 2006. There is no fiscal impact to state, county and local revenue or county and local expenditures.
METHODOLOGY:
The Department states the following costs for this project:
Engineering $ 300,000
Right-of-Way 3,505,000
Construction 2,300,000
Total $6,105,000
This project is funded in the ratio of 80% federal funds and 20% state funds. The Department further states that $100,000 of engineering costs and $15,000 of right-of-way costs have already been obligated. At the 20% state funding ratio, this will result in state expenditures in FY 2004 for engineering and right-of-way costs of $738,000, and construction costs of $460,000 in FY 2006.
