AN ACT relative to authorizing a 2-year program to use certain OHRV fees for publications and promotions.
ANALYSIS
This bill requires the bureau of trails in the department of resources and economic development, to use certain fees from OHRV registrations designated for land purchase for publications and promotions related to OHRV club development and OHRV matters.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Four
AN ACT relative to authorizing a 2-year program to use certain OHRV fees for publications and promotions.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Bureau of Trails; Off Highway Recreational Vehicles and Trails; Use of Fees for Publications and Promotions. Notwithstanding the provisions of RSA 215-A:23, for state fiscal years 2005 and 2006 funds received by the department of resources and economic development under RSA 215-A:23, VII(c) shall be made available for the following 2 grant programs:
I. Grants to Granite State ATV association members for the purpose of development, printing, distribution, and other direct costs related to a statewide publication to registered 2-wheeled trail bike and other OHRV registrants. The publication shall be distributed at least 3 times during each calendar year and shall address promotion of wheeled OHRV club development and membership, OHRV statutes and law enforcement, responsible riding practices, environmental education information concerning OHRVs, landowner issues, and designated trail information. Grant applications and administration shall be the responsibility of the chief supervisor of the bureau of trails, department of resources and economic development.
II. Grants to wheeled OHRV clubs recognized by the bureau of trails for the purpose of club membership and development promotion. Grant requests, determination of permitted uses of the funds, and administration shall be the responsibility of the chief supervisor of the bureau of trails, department of resources and economic development.
2 Effective Date. This act shall take effect 60 days after its passage.
