AN ACT relative to the consensus revenue estimating panel.
ANALYSIS
This bill increases the legislative members of the consensus revenue estimating panel; authorizes the panel to monitor the effect of international trade agreements on the state economy and state revenues; and removes the May 1, 2005 repeal of the panel.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Five
AN ACT relative to the consensus revenue estimating panel.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Consensus Revenue Estimating Panel; Panel Membership. Amend RSA 17-Q:2, I(a) and (b) to read as follows:
(a) [Two] Four members of the house of representatives, appointed by the speaker of the house of representatives.
(b) [Two] Four members of the senate, appointed by the president of the senate.
2 New Paragraph; Duties of the Consensus Revenue Estimating Panel; Monitoring Effects of International Trade Agreements. Amend RSA 17-Q:3 by inserting after paragraph II the following new paragraph:
III. Monitor the effects of all present and potential international trade agreements and trends in international economic integration on the New Hampshire economy and the resulting impact on state revenues.
3 Repeal. 2003, 155:2, relative to prospective repeal of the consensus revenue estimating panel, is repealed.
4 Effective Date. This act shall take effect April 30, 2005.
