STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT requiring the department of transportation to make certain improvements to New Hampshire Route 3 in the town of Tilton and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Department of Transportation; Route 3 in Tilton. The department of transportation shall make the following improvements to New Hampshire Route 3 in the town of Tilton:

I. Extend the traffic island on Route 3, north of its intersection with Interstate Route 93, to the intersection of New Hampshire Route 132.

II. Install a 4 way traffic light at the intersection of School street and Routes 3 and 11.

2 Appropriation; Improvements to Route 3 in Tilton. The sum of $1 is hereby appropriated to the department of transportation for the fiscal year ending June 30, 2006 for the purposes of this act. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2005.

HB 658 FISCAL NOTE

AN ACT requiring the department of transportation to make certain improvements to New Hampshire Route 3 in the town of Tilton and making an appropriation therefor.

FISCAL IMPACT:

The Department of Transportation indicates this bill will increase state general fund expenditures by $16,000 in FY 2006, $74,000 in FY 2007, $60,000 in FY 2008 and $120,000 in FY 2008. There will be no fiscal impact on state, county and local revenue or county and local expenditures.

This bill appropriates $1 from the general fund to the Department of Transportation for the fiscal year ending June 30, 2006 for the purposes of this act.

METHODOLOGY:

The Department states this bill requires the Department to extend a traffic island and install a traffic light on Route 3 in Tilton. While this bill appropriates $1, the Department determined the costs of both projects as shown in Table 1 below. The Department assumed that funding the project to extend the traffic island would be with 100% state betterment funds, while the 4-way signal project would be funded with 80% federal and 20% state funds.
