AN ACT relative to law enforcement accounts in the regional electronic toll collection system.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Six
AN ACT relative to law enforcement accounts in the regional electronic toll collection system.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraphs; Exemption From Tolls; Law Enforcement Vehicles. Amend RSA 237:12, I by inserting after subparagraph (d) the following new subparagraphs:
(e) Marked law enforcement vehicles.
(f) Unmarked law enforcement vehicles equipped with electronic toll collection equipment issued under paragraph V.
2 New Paragraph; Exemption From Tolls; Local Law Enforcement Unmarked Vehicles. Amend RSA 237:12 by inserting after paragraph IV the following new paragraph:
V. The commissioner of the department of transportation shall issue electronic toll collection equipment in the same color as that sold to the general public at no charge to a municipality which requests such equipment for use on unmarked law enforcement vehicles while they are on duty.
3 Effective Date. This act shall take effect July 1, 2006.

HB 1360-FN-LOCAL - FISCAL NOTE
AN ACT relative to law enforcement accounts in the regional electronic toll collection system.
FISCAL IMPACT:
The Department of Transportation indicates this bill will decrease state restricted turnpike fund revenue by $15,000 in FY 2007 and each year thereafter, and increase state restricted turnpike fund expenditures by $4,922 in FY 2006. There will be no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Department of Transportation (DOT) states this bill grants toll-free use of the New Hampshire turnpike system to all law enforcement vehicles. DOT estimates that turnpike revenue will decrease by $15,000 per year beginning in FY 2007, assuming 200 toll free tags are issued, 100 trips per tag, per year are made and tolls per trip are $.75. DOT estimates 200 tags will be issued at $24.61 and purchased in FY 2006 for a total increase in expenditures of $4,922.
