HOUSE BILL 1445
AN ACT relative to including “none of the above” on official ballot budgetary questions.
ANALYSIS
This bill permits a vote of “none of the above” on budgetary matters in political subdivisions that have adopted the official ballot form of voting on budgets.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Six
AN ACT relative to including “none of the above” on official ballot budgetary questions.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Official Ballot; None of the Above Option. Amend RSA 40:13, XI by inserting after subparagraph (c) the following new subparagraph:
(d) The second session ballot question shall give voters the opportunity to vote “Yes” or “No” or “None of the Above.” If “none of the above” should prevail over the other vote choices, then the amount of the previous year’s operating budget, as adjusted pursuant to paragraph X, shall be in effect. If “none of the above” should tie with another vote choice, then the previous year’s operating budget, as adjusted pursuant to paragraph X, shall remain in effect.
2 Effective Date. This act shall take effect 60 days after its passage.
