STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Six
AN ACT defining human life as beginning at the moment of fertilization.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Maternity and Infancy; Life Begins at Fertilization. Amend RSA 132 by inserting after section 1 the following new section:
132:1-a Applicability. For the purposes of prenatal, pregnancy, and maternity services and programs under this chapter or any other provision of law, “human life shall be deemed to exist from fertilization without regard to race, sex, age, defect, or condition of dependency.”
2 Effective Date. This act shall take effect 60 days after its passage.

HB 1719 FISCAL NOTE
AN ACT defining human life as beginning at the moment of fertilization.
FISCAL IMPACT:
The Department of Health and Human Services states this bill will have no fiscal impact on state, county, and local revenue or expenditures in FY 2006 and each year thereafter.
METHODOLOGY:
The Department states this bill defines life as beginning at the time of conception for the purposes of prenatal, pregnancy and maternity services and other programs under RSA 132 and any other provisions of law. Since this definition would not alter the Department’s programs to provide appropriate and adequate care to mothers and infants, the Department anticipates no fiscal impact.
