AN ACT relative to special number plates.
AMENDED ANALYSIS
This bill makes the issuance of certain special number plates by the director of the division of motor vehicles mandatory and adds active duty members of the armed forces to those eligible for special number plates. This bill also exempts gold star number plates from the number plate fee.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eight
AN ACT relative to special number plates.
Be it Enacted by the Senate and House of Representatives in General Court convened:
100:1 Special Number Plates. Amend RSA 261:91 to read as follows:
261:91 Special Number Plates. Upon payment of the motor vehicle registration fee, if any, the director [may] shall issue and shall designate a special plate, to be affixed to the vehicle of the county sheriffs, deputy sheriffs, members of the national guard, active duty members of the armed forces, justices of the supreme and superior courts, and vehicles of state police and motor vehicle divisions. The special plates shall have the state motto, “Live Free or Die,” written on them and shall be issued with no number plate fee being charged to the state other than for those plates furnished to the state police and motor vehicle divisions. Special number plates issued to members of the national guard, active duty members of the armed forces, and justices of the supreme and superior courts may be attached only to vehicles registered in the name of the person issued the plates. Special plates for active duty members of the armed forces shall be distinct from special number plates for veterans.
100:2 Gold Star Number Plates; Fees. Amend RSA 261:87-c, I to read as follows:
I. The department shall furnish one set of special number plates, designed by the director with the approval of the commissioner, for one motor vehicle owned by a mother of a person killed while on duty in the United States armed forces. These gold star number plates shall be issued upon payment of the regular registration [and number plate] fees. There shall be no number plate fees for gold star number plates.
100:3 Effective Date.
I. Section 2 of this act shall take effect upon its passage.
II. The remainder of this act shall take effect July 1, 2008.
