STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nine
AN ACT prohibiting the department of health and human services from entering into a contract with Planned Parenthood Federation of America, Inc. or any organization that provides abortion services.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Certain Contracts Prohibited. Amend RSA 126-A:3 by inserting after paragraph VII the following new paragraph:
VIII. Notwithstanding any provision of law to the contrary, the department shall not enter into a contract with Planned Parenthood Federation of America, Inc. or any other organization that provides abortion services.
2 Effective Date. This act shall take effect 60 days after its passage.

HB 486-FN - FISCAL NOTE
AN ACT prohibiting the department of health and human services from entering into a contract with Planned Parenthood Federation of America, Inc. or any organization that provides abortion services.
FISCAL IMPACT:
The Department of Health and Human Services states this bill will decrease state expenditures by an indeterminable amount in FY 2010 and each year thereafter. This bill will have no fiscal impact on state, county, and local revenue or county and local expenditures.
METHODOLOGY:
The Department states the Family Planning Program within the Division of Public Health Services (DPHS) contracts with Planned Parenthood of Northern New England (PPNNE) to provide family planning services for 17,078 individuals throughout New Hampshire by providing services such as comprehensive reproductive health care, HIV testing, STD testing and treatment, and health education. Under federal law these funds cannot be used for abortion. The total amount of the DPHS contract with PPNNE is $848,024. Of that amount, $763,222 are Title X funds from the federal government, and $84,802 are state general funds. It is assumed that if DPHS was no longer able to contract with PPNNE for services under Title X, those funds would be returned to the federal government and state general funds would no longer be used for that contract. The Department assumes FY 2009 funds would not be affected by this bill.
