STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT relative to distributions of adequate education aid.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Adequate Education; Determination of Grants and Excess Tax. RSA 198:41, III is repealed and reenacted to read as follows:

III. No school district shall receive an amount of education aid pursuant to RSA 198:40-a through RSA 198:40-d which is less than the education aid such school district received in the preceding fiscal year.

2 Repeal. 2008, 173:17, III, relative to a prospective repeal of RSA 198:41, III effective July 1, 2011, is repealed.

3 Effective Date. This act shall take effect July 1, 2009 at 12:01 a.m.

HB 547-FN-LOCAL - FISCAL NOTE

AN ACT relative to distributions of adequate education aid.

FISCAL IMPACT:

The Department of Education states this bill will increase state education trust fund expenditures and local revenue by $72,230,863 in FY 2010 and FY 2011 and $16,360,494 in FY 2012 and FY 2013. There will be no fiscal impact on state and county revenue or county and local expenditures.

METHODOLOGY:

The Department of Education states this bill provides that no school district will receive less education aid than it received in the preceding fiscal year. The Department calculated the increase in state education trust fund expenditures and local revenue resulting from this bill as follows:
