SENATE BILL 184-FN
AN ACT relative to establishing the position of administrative director of the division of medical and forensic services in the department of corrections.
ANALYSIS
This bill renames the division of medical and psychiatric services in the department of corrections as the division of medical and forensic services, establishes the unclassified position of administrative director of the division, and eliminates the unclassified positions of medical director, psychiatrist, and non-medical director in the department.
This bill is a request of the department of corrections.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nine
AN ACT relative to establishing the position of administrative director of the division of medical and forensic services in the department of corrections.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Corrections; Internal Organization. Amend RSA 21-H:4, IV to read as follows:
IV. The division of medical [and psychiatric] and forensic services, under the [joint] supervision of [a medical director and a non-medical] an administrative director, who shall [respectively] have the duties and responsibilities provided in RSA 622:43, and who shall act in an advisory and coordinative capacity in assisting other agencies and activities in the provision of mental health and psychiatric services to persons involved in the criminal justice system. Clinical oversight of such functions shall be in conjunction with a chief medical officer and a chief psychiatrist.
2 State Prisons; Secure Psychiatric Unit; Staffing. RSA 622:43 is repealed and reenacted to read as follows:
622:43 Staffing.
I. There is established the unclassified position of administrative director of the division of medical and forensic services. The administrative director shall administer programs of the division and the unit and shall be responsible for the provision, supervision, and administration of the medical, forensic, and psychiatric services of the department. The administrative director shall contractually obtain, and be responsible for the administrative supervision of, the services of a chief medical officer and a chief psychiatrist
II. The salary for the position established in paragraph I shall be as set forth in RSA 94:1-a.
III. The commissioner shall appoint a qualified person, who shall serve at the pleasure of the commissioner, to the position established in paragraph I.
3 Unclassified Officers; Positions Removed. Amend RSA 94:1-a, I(b) by deleting the following positions:
I. From Grade GG:
GG Department of corrections psychiatrist
II. From Grade HH:
HH Department of Corrections unit director non-medical
4 Effective Date. This act shall take effect upon its passage.
