In the Year of Our Lord Two Thousand Nine

AN ACT allowing the state veterinarian to employ a meat inspection services administrator.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Meat Inspection Services Administrator. Amend RSA 427:3 to read as follows:

427:3 Meat Inspection Service Established. There is created within the department of agriculture, markets, and food, bureau of animal industry, a meat inspection service which is charged with the enforcement of this subdivision. The state veterinarian shall be the chief of said service. The state veterinarian is authorized to employ a meat inspection services administrator. The meat inspection services administrator shall enforce the meat inspection provisions of this chapter.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 42-FN - FISCAL NOTE

AN ACT allowing the state veterinarian to employ a meat inspection services administrator.

FISCAL IMPACT:

The Department of Agriculture, Markets, and Food states this bill will increase state general fund expenditures by $79,530 in FY 2011, $56,411 in FY 2012, and $59,458 in FY 2013. There will be no fiscal impact on county and local expenditures or state, county, and local revenue.

METHODOLOGY:

The Department of Agriculture, Markets, and Food states this bill establishes a meat inspection services administrator position to comply with the mandate of RSA 427:1-a that the state administer a state meat inspection program once the US Department of Agriculture allows for the interstate sale of meat under the provisions of RSA 427:1 through RSA 427:37. The recently passed Federal Farm bill creates the opportunity for RSA 427 to become effective, once the USDA writes rules for the program at the federal level which may take 18 months to complete. The Department assumes a July 1, 2010 effective date for the state program. The Department states it will need to hire a meat inspection services administrator (Labor Grade 16) to implement the program. The Department assumes the following costs associated with the meat inspection services administrator position:
