STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Ten
AN ACT establishing a governor’s commission task force on substance use disorder treatment for Medicaid eligible individuals.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Task Force on Substance Use Disorder Treatment for Medicaid Eligible Individuals Established by Governor’s Commission.
I. Within 30 days of the effective date of this act, the chairperson of the governor’s commission on alcohol and drug abuse prevention, intervention and treatment shall, pursuant the authority under RSA 12-J:2, II, appoint a task force to develop recommendations as to how the state can:
(a) Improve access to quality and cost effective substance use disorder treatment services to those individuals receiving services funded in whole or in part with public dollars through Medicaid or the state-funded treatment system; and
(b) Better leverage state resources to maximize federal financial participation to support substance use disorder treatment services.
II. The task force established in paragraph I shall:
(a) Examine available research and data to identify possible savings in the New Hampshire Medicaid program from improved access to substance use disorder treatment services for individuals receiving services furnished in whole or in part with state funds;
(b) Seek the assistance and input of nonprofits entities or others able to support the task force with the information, research, data, and financial analysis necessary to complete its work;
(c) Develop recommendations on the issues specified in paragraph I; and
(d) Report its recommendations to the governor’s commission, the speaker of the house of representatives, the president of the senate, the commissioner of the department of health and human services, the oversight committee on health and human services established in RSA 126-A:13, and the governor on or before October 1, 2010.
III. Members of the governor’s commission established in RSA 12-J:1 shall support the task force by promptly sharing relevant expertise, data, and information with the task force when requested to do so.
2 Effective Date. This act shall take effect upon its passage.
