STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eleven
AN ACT establishing an exemption from the civil filing fee surcharge.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Civil Filing Fees; Exemption From Surcharge. Amend RSA 490:26-a, II(b) by inserting after subparagraph (5) the following new subparagraph:
(6) Any action to change a person’s name.
2 Effective Date. This act shall take effect July 1, 2011.

HB 140-FN - FISCAL NOTE
AN ACT establishing an exemption from the civil filing fee surcharge.
FISCAL IMPACT:
The Judicial Branch states this bill will decrease state general fund revenue by $29,325 in FY 2012 and each year thereafter. There is no fiscal impact on county and local revenue or state, county and local expenditures.
METHODOLOGY:
The Judicial Branch states this bill would amend RSA 490:26-a, II(b) to exempt an action to change a person’s name from the civil filing fee of $25 surcharge established by RSA 490:26-a, II(a). The Branch states on average there are 1,173 actions for name changes each year which would result in a approximate decrease to the general fund of $29,325 annually ($25*1,173).
