STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eleven
AN ACT exempting the Unity school district from the moratorium on school building aid.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Unity School District; Exemption From School Building Aid Moratorium. The provisions of 2010, 246:2 shall not apply to the Unity school district.
2 Effective Date. This act shall take effect upon its passage.

SB 24-FN-LOCAL - FISCAL NOTE
AN ACT exempting the Unity school district from the moratorium on school building aid.
FISCAL IMPACT:
The Department of Education states this bill would increase state expenditures and local revenue by $105,750 in FY 2012 and in each fiscal year thereafter. There will be no fiscal impact on state and county revenue or county and local expenditures.
METHODOLOGY:
The Department states this bill would exempt the Unity school district from the school building aid moratorium enacted by Chapter 246:2, Laws of 2010. The Department states the Unity project will cost $4,700,000 to complete. Unity’s estimated annual bond principal payment for this project is $235,000 ($4,700,000 / 20 years) beginning in FY 2012. The Department states this bill will allow Unity to be eligible for annual reimbursement of its bond principal payment at a rate of 45% as authorized by RSA 198:15-v. Annual reimbursement provided by the state will total $105,750 ($235,000 * 45%).
