STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twelve
AN ACT establishing a commission to study the administration of the Belknap county department of corrections.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subdivision; Commission to Study the Administration of the Belknap County Department of Corrections. Amend RSA 30-B by inserting after section 24 the following new subdivision:
Commission to Study the Administration of the
Belknap County Department of Corrections
30-B:25 Commission Established; Membership; Duties.
I. There is established a commission to study the administration of the Belknap county department of corrections.
II. The members of the commission shall be as follows:
(a) One member of the senate, appointed by the president of the senate.
(b) One member of the house of representatives, who shall represent a city or town in Belknap county, appointed by the speaker of the house of representatives.
(c) The Belknap county sheriff.
(d) The superintendent of the Belknap county department of corrections.
(e) At least 2 Belknap county commissioners.
(f) The Belknap county administrator.
(g) A representative of the New Hampshire Association of Counties.
III. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.
IV. The commission shall:
(a) Study the administration of the Belknap county department of corrections.
(b) Study the effects of replacing the superintendent of the Belknap county department of corrections with the Belknap county sheriff.
(c) Solicit testimony and input from any individual or organization with information or expertise which the commission deems relevant to its objective.
V. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the senate member. Five members of the commission shall constitute a quorum. The first meeting of the commission shall be held no later than June 1, 2012.
VI. The commission shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2012.
2 Repeal. RSA 30-B:25, relative to the commission to study the administration of the Belknap county department of corrections, is repealed.
3 Effective Date.
I. Section 2 of this act shall take effect November 2, 2012.
II. The remainder of this act shall take effect upon its passage.
