AN ACT appropriating funds to the department of environmental services for the purpose of funding eligible and completed drinking water, wastewater, and landfill closure projects under the state aid grant program.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT appropriating funds to the department of environmental services for the purpose of funding eligible and completed drinking water, wastewater, and landfill closure projects under the state aid grant program.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 State Aid Grant Program; Appropriation to Department of Environmental Services.

I. The sum of $4,671,754, for the fiscal year ending June 30, 2014 is hereby appropriated to the department of environmental services for the purpose of funding state aid grant programs under RSA 486 or RSA 486-A as follows: $4,162,125 for wastewater SAG 03-44-44-442010-1003-073-500580; $298,382 for landfill SAG 03-44-44-444010-5402-073-500580; and $$211,247 for water filtration (drinking water) SAG 03-44-44-442010-1426-073-500580. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

II. The sum of $4,161,595, for the fiscal year ending June 30, 2015 is hereby appropriated to the department of environmental services for the purpose of funding state aid grant programs under RSA 486 or RSA 486-A as follows: $3,851,284 for wastewater SAG 03-44-44-442010-1003-073-500580; $99,064 for landfill SAG 03-44-44-444010-5402-073-500580; and $211,247 for water filtration (drinking water) SAG 03-44-44-442010-1426-073-500580. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

2 Effective Date. This act shall take effect July 1, 2013.

SB 168-FN-A-LOCAL – FISCAL NOTE

AN ACT appropriating funds to the department of environmental services for the purpose of funding eligible and completed drinking water, wastewater, and landfill closure projects under the state aid grant program.

FISCAL IMPACT:

The Department of Environmental Services states this bill, as introduced, will increase state general fund expenditures and local revenue by $4,671,754 in FY 2014, and $4,161,595 in FY 2015. There is no fiscal impact on county and local expenditures, or state and county revenue.

This bill appropriates $4,671,754 in FY 2014 and $4,161,595 in FY 2015 from the state general fund to the Department of Environmental Services for the purpose of this act.

METHODOLOGY:

The Department of Environmental Services states this bill appropriates $4,671,754 in FY 2014 and $4,161,595 in FY 2015 for the purpose of funding state aid grant programs for water pollution control and public water systems. The Department states this bill provides the following appropriations to each of the programs:
