STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT relative to state testing of law enforcement officers for steroid use.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Police Standards and Training; Education and Training Required; Steroid Testing for Law Enforcement Officers. Amend RSA 188-F:27 by inserting after subparagraph III-l the following new subparagraph:
III-m. At the earliest practical time, the police standards and training council shall develop a process for randomly testing certified police officers, state corrections officers, and probation-parole officers for any synthetic hormone derived from testosterone that is known to cause psychotic episodes, spontaneous rage, or aggressive behavior, or any anabolic steroid as defined in RSA 318-B:1, II-a.
2 Effective Date. This act shall take effect 60 days after its passage.

HB 1335-FN- FISCAL NOTE
AN ACT relative to state testing of law enforcement officers for steroid use.
FISCAL IMPACT:
The Police Standards and Training Council states this bill, as introduced, may increase state, county, and local expenditures by an indeterminable amount in FY 2017 and each year thereafter. There will be no impact on state, county, and local revenues.
METHODOLOGY:
The Police Standards and Training Council states under this bill it is required to develop a process for the random testing of certified police officers, correction officers, and probation-parole officers for the use of steroids. The Council states depending on the process developed, there may be an indeterminable increase in state, county, and local expenditures, whether the Council itself would be responsible administering the testing or if it would be up to the enforcement agency.
