HOUSE BILL 1337
AN ACT relative to rules of the public utilities commission on requiring deposits after disconnect notices to customers.
ANALYSIS
This bill prohibits the public utilities commission from adopting rules permitting a utility to require a deposit from a residential customer who has received disconnect notices but whose service has not been disconnected.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT relative to rules of the public utilities commission on requiring deposits after disconnect notices to customers.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Public Utilities; Rulemaking; Limitations. Amend RSA 365 by inserting after section 8-a the following new section:
365:8-b Limitation on Rulemaking. A utility shall not require a deposit from a customer except upon the opening of a new account or after disconnection for nonpayment of service.
2 Effective Date. This act shall take effect 60 days after its passage.
