STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Sixteen

AN ACT establishing a citizen complaint and grievance website.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Legislative Proceedings; Complaints and Grievances Website. Amend RSA 14 by inserting after section 13 the following new section:

14:13-a Citizen Complaints and Grievances; Website. The house clerk's office, at the direction of the speaker of the house of representatives, shall establish and maintain an Internet website dedicated to receiving and reviewing citizen complaints and grievances. The speaker may refer any complaints and grievances received to the chairperson of the standing policy committee with jurisdiction over the subject matter of the complaint or grievance for discussion, public hearing, development of proposed legislation, or other remedy to be undertaken by the policy committee.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 1653-FN- FISCAL NOTE

AN ACT establishing a citizen complaint and grievance website.

FISCAL IMPACT:

The Legislative Branch states this bill, as introduced, may increase state expenditures by an indeterminable amount in FY 2016 and each year thereafter. There will be no fiscal impact on county and local expenditures or state, county, and local revenue.

METHODOLOGY:

The Legislative Branch states the proposed legislation requires the House of Representatives to establish and maintain an internet website dedicated to receiving and reviewing citizen complaints and grievances. The Legislative Branch states that depending on the volume and complexity of petitions, additional staffing may be needed to monitor and maintain the website which could increase personnel costs by an indeterminable amount.
