STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Sixteen

A RESOLUTION encouraging and commending the governor and council to open meetings of the council with an opening prayer.

Whereas, the content and arrangement of the Bill of Rights, Part the First of the Constitution of the State of New Hampshire identifies the State of New Hampshire as a Lockean social contract; and

Whereas, John Locke's Treatises on government rely exclusively on a Judaeo-Christian world view; and

Whereas, from 1784 to 1877 all Representatives, Senators, Executive Councilors, and the Governor were required to profess Christian faith; and

Whereas, since the inception of the State, Constitutional Conventions, the House of Representatives, the House of the Senate, and the Governor and Executive Council have opened their Sessions with prayer; and

Whereas, all legislation of the State of New Hampshire is introduced with the words, "In the year of our Lord ..."; now, therefore, be it

Resolved by the House of Representatives, the Senate concurring:

That the New Hampshire House of Representatives and House of the Senate find it entirely appropriate for the Governor and Executive Council to continue to open their Sessions with prayer; and

That if the prayer is openly Christian in character, if it is consistent with the intent of the founders and is not in any way offensive; and

That if the prayer advocates for, or encourages, action consistent with generally accepted Christian doctrine, it is not in any manner inappropriate; and

That the New Hampshire House of Representatives and House of the Senate pray the Governor and Executive Council continue to seek the wisdom of God in governing the great State of New Hampshire.
