SENATE BILL 317
AN ACT creating a special fund in the department of environmental services to be used for education of property owners on issues affecting waterways.
ANALYSIS
This bill establishes a fund, financed by gifts, grants, and donations, named after assistant water division director Rene Pelletier to educate property owners and to dispense monetary awards for projects that improve the quality of the state waterways.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT creating a special fund in the department of environmental services to be used for education of property owners on issues affecting waterways.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Department of Environmental Services; Fund Established; Rene Pelletier Award. Amend RSA 21-O by inserting after section 6 the following new section:
21-O:6-a Fund Established; Rene Pelletier Award Fund.
I. There is established in the office of the state treasurer a nonlapsing fund to be known as the waterways education fund. All moneys in such fund shall be continually appropriated to the commissioner of the department of environmental services to educate New Hampshire property owners about improving the quality of the state's waterways, and to dispense monetary awards to private property owners who, through outstanding projects on their property, protect or improve the quality of the state's waterways. The department may accept gifts, grants, donations, or other non-state source moneys for the purposes of the fund.
II. The department shall name the monetary award after assistant water division director Rene Pelletier, in honor of his more than 40 years of service to the department and the citizens of New Hampshire.
2 New Subparagraph; Application of Receipts; Waterways Education Fund. Amend RSA 6:12, I by inserting after subparagraph 331 the following new subparagraph:
(332) Moneys received by the department of environmental services for the waterways education fund established under RSA 21-O:6-a.
3 Effective Date. This act shall take effect 60 days after its passage.
