STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT establishing a low-digit vanity number plate fee and dedicating the revenues collected to bridge aid for municipal bridges.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Registration Fees; Low-Digit Vanity Number Plate Fee. Amend RSA 261:141 by inserting after paragraph X the following new paragraph:
XI.(a) An owner who has been furnished with a number plate having a number from 0 to 99,999 with no letters or other characters shall pay an annual low-digit vanity number plate fee, in addition to any other applicable registration fee. The amount of the low-digit vanity number plate fee shall be as follows:

(b) Expenditure of revenues collected from low-digit vanity number plate fees shall be for the purpose of state bridge aid for municipal bridges under RSA 234.

SB 493-FN-A- FISCAL NOTE
AN ACT establishing a low-digit vanity number plate fee and dedicating the revenues collected to bridge aid for municipal bridges.
FISCAL IMPACT:
The Department of Safety states this bill, as introduced, will increase state restricted revenue, state restricted expenditures, local revenue and local expenditures by an indeterminable amount in FY 2017 and each year thereafter. There will be no impact on county revenue or expenditures.
METHODOLOGY:
The Department of Safety states this bill establishes a low-digit vanity number plate fee with revenue raised restricted for the state aid bridge program under RSA 234. The Department states this bill would assess an annual fee on registrants with a number plate (no letters or other characters) between 0 and 99,999 and is unable to determine a precise revenue impact, as it cannot predict how many individuals may surrender their low-digit plate number. However, for informational purposes, the Department has provided the following incorporating current registration data and an estimated retention rate, with the fees set forth in this bill:

The Department states implementing this bill will require $99,000 in one-time system programming costs. Also, the Department states to the extent this bill generates revenue for the state aid bridge program, state expenditures, local revenues, and local expenditures could all increase.
