STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
AN ACT making appropriations to the department of environmental services for the purpose of funding eligible drinking water and wastewater projects under the state aid grant program.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Environmental Services; Appropriation. The sum of $2,228,692 is hereby appropriated to the department of environmental services for the biennium ending June 30, 2019 for the purpose of funding the eligible and completed drinking water and wastewater projects under the state aid grant program in section 2 of this act. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

METHODOLOGY:
This bill appropriates $2,228,692 of general funds to the Department of Environmental Services for the biennium ending June 30, 2019 for the purpose of funding twelve eligible and completed drinking water and wastewater projects under the state aid grant program. The Department of Environmental Services states the dollar amounts included in this bill for each project are unverified estimates and may not be an accurate reflection of amounts owed to the named entities. The actual payback periods, annual payments, and interest rates will vary with each application. The Department also indicates that while the bill appropriates funds for two years, state aid grant expenditures for the projects will be twenty years or more.
