AN ACT relative to the content of fiscal notes.


ANALYSIS

This bill requires the legislative budget assistant to describe the effect of a bill in qualitative terms rather than use the term "indeterminate" in a fiscal note prepared for a bill.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seventeen

AN ACT relative to the content of fiscal notes.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Paragraph; Legislative Budget Assistant; Fiscal Notes. Amend RSA 14:46 by inserting after paragraph VI the following new paragraph:

VII. No fiscal note for a bill shall indicate that the fiscal impact of the bill is "indeterminate" or the like, just because of the large number or kind of entities or individuals who are affected, or because of difficulty in calculating impacts precisely. If a bill's fiscal impact is incapable of being described in quantitative terms, the fiscal note for the bill shall describe in qualitative terms the relative range in number and kind of entities or individuals who will be affected and how they will be affected monetarily by the bill.

2 Effective Date. This act shall take effect July 1, 2017.
