AN ACT relative to car and truck rental agency fleet vehicle registration.
ANALYSIS
This bill provides that motor vehicles in rental fleets of car and truck rental businesses shall pay a state registration fee of 1/3 of regular motor vehicle registrations.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
AN ACT relative to car and truck rental agency fleet vehicle registration.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Registration of Motor Vehicles; Rental Fleets. Amend RSA 261:141, III by inserting after subparagraph (dd) the following new subparagraph:
(ee) For motor vehicles in rental fleets owned by a person engaged in the business of renting such vehicles, as described in Article XI of the international registration plan, RSA 260:75, the registration fee shall be 1/3 of the registration fee determined by the corresponding weight chart specified in subparagraph (g).
2 Effective Date. This act shall take effect July 1, 2017.

METHODOLOGY:
This bill lowers registration fees for motor vehicles in car and truck rental businesses to 1/3 of the registration fee determined by the corresponding weight chart under RSA 260:141. While the Department of Safety assumes municipal permit fees would remain unchanged under the proposed legislation, it is unable to estimate costs associated with system programming changes in FY 2018 to the State and municipalities. However, pursuant to RSA 235:23, not less than 12 percent of the total motor vehicle fee revenue collected in the previous year is distributed to municipalities by the Department of Transportation as highway block grants. Therefore, this bill would result in an indeterminable decrease in State highway fund expenditures and local revenues each year beginning in FY 2019.
