STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
AN ACT relative to the calculation of average daily membership in residence and average daily membership in attendance.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Statistical Reports. Amend RSA 189:28, I to read as follows:
I. The governing body of every public education agency, shall, on or before August 1 in each year, submit to the department of education those statistical reports necessary to compute the average daily membership of pupils [attending] in attendance in each school district, and the average daily membership of pupils [resident] in residence in each school district. The department shall not compute average daily membership in attendance or average daily membership in residence at any other time during the year. Information relating to the fall enrollment, drop-outs, staffing census, and average teacher salary, as of October 1 of each school year, shall be submitted to the department of education on or before October 15. Private schools shall submit average daily membership in attendance, fall enrollment, and teacher staff census.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill limits the computation of average daily membership in attendance (ADMA) and average daily membership in residence (ADMR) to once a year. The Department of Education reviews and recalculates, when necessary, student data between the initial computation (typically done in September for the October 1 report date) and the final education grant payments made in April. Therefore, this bill may result in an indeterminable impact to both state education trust fund expenditures and local revenues to the extent student data cannot be validated with additional computations.
