STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seventeen

AN ACT relative to state contributions to public school renovations.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 School Building Aid; Alternative School Building Aid; Biennium Ending June 30, 2019.

I. There shall be no prohibition on the distribution of school building aid or alternative school building aid grants for the biennium ending June 30, 2019.

II. Notwithstanding RSA 198:15-a through RSA 198:15-hh and RSA 198:15-u through RSA 198:15-w, for the fiscal year ending June 30, 2018, the commissioner of the department of education shall distribute total school building aid and alternative school building aid grants in an amount equal to the total school building aid and alternative school building aid grant amount that, but for the prohibition in 2015, 276:141, would have been distributed in the fiscal year ending June 30, 2017.

III. Notwithstanding RSA 198:15-a through RSA 198:15-hh and RSA 198:15-u through RSA 198:15-w, for the fiscal year ending June 30, 2019, the commissioner of the department of education shall distribute total school building aid and alternative school building aid grants in the amount of $50,000,000.

2 Effective Date. This act shall take effect July 1, 2017.

METHODOLOGY:

This bill specifies the total amount of school building aid and alternative school building aid grants distributed by the Department of Education for FY 2018 and FY 2019. In FY 2018, this bill requires the distribution to be equal to the amount that would have been distributed in FY 2017, if not for the moratorium on new projects pursuant to 2015, 276:141 (HB 2). This is assumed to equal the actual amount appropriated to the Department for school building aid payments in FY 2017 as it is the state operating budget that determines the amount available for distribution, not the moratorium. For FY 2019, this bill requires the distribution of $50,000,000 for school building aid. Below is a table summarizing this bill’s impact in each FY 2018 and FY 2019:
