STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Seventeen

AN ACT requiring the department of transportation to alleviate safety issues at an intersection in Ossipee.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Department of Transportation; Town of Ossipee. The department shall take all practical measures to alleviate safety issues at the intersection of Route 28 and Route 171 in the town of Ossipee. Such measures shall include, but shall not be limited to, speed reduction and the installation of a traffic light or rotary.

2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires the Department of Transportation to address safety concerns at a certain intersection in Ossipee. The Department of Transportation states a road safety audit was completed in 2016 to develop concepts for safety improvement at the intersection addressed in this bill. Based on this audit, the Department anticipates expenditures through FY 2020 and the intersection would require speed reduction measures in conjunction with either the installation of traffic signals or a roundabout. The Department estimates reducing speed limits would require four signs at the cost of $1,000 for manufacturing and installing such signs. If traffic signals were installed, it would cost an estimated additional $30,000 for design and $300,000 for installation. If a roundabout was installed, it would cost an estimated additional $250,000 for design, $50,000 for right-of-way acquisition, and $1,000,000 for construction. Construction costs exclude roadway modification necessary to maintain a line of sight if a roundabout were installed. All improvement options would qualify for 80 percent Federal Highway Safety Improvement Program funds and 20 percent state funds.
