STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
AN ACT relative to dog licenses.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Dog Licenses for Senior Citizens. Amend RSA 466:4, II to read as follows:
II. Notwithstanding paragraph I, the fee for every license for a year or a portion of a year shall be [$2] $2.50 for a dog of either sex if the owner is 65 years of age or older. Such owner shall not be required to pay the companion animal population control fee, under RSA 466:4, I(b), for licensing of one dog; provided, however, that, if such owner wishes to license more than one dog, the fee for any additional license shall be as provided in paragraph I.
2 Effective Date. This act shall take effect July 1, 2018.

METHODOLOGY:
This legislation increases the fee paid for a dog license from $2.00 to $2.50 for dog owners who are 65 years of age and older. Licenses for other dog owners would not change. Under current law, 50 cents from each $2.00 fee is paid to the Department of Agriculture, Markets and Food for operation of the Veterinary Diagnostic Laboratory, $1 is retained by the town or city clerk for their use, and the remainder is paid to the city or town’s general fund. Since this legislation would not change the allocation, the 50 cent increase would go to municipal revenue. The Department of Agriculture, Markets and Food assumes there are approximately 180,000 dogs licensed in New Hampshire based on the $90,000 it receives annually from the 50 cent fee per license for operation of the Veterinary Diagnostic Laboratory. Based on census data, 17% of the NH population is over 65 years of age. Therefore, it is estimated 30,600 dogs would be licensed by owners over the age of 65 and municipal revenue would increase by approximately $15,300 annually (180,000 x 17% x $0.50 = $15,300).
The New Hampshire Municipal Association surveyed a sample of municipal clerks and found most keep records on total fees and do not account separately for fees received from dog owners over 65. Since the Association had no data on the number of licenses issued to dog owners over the age of 65, the increase in municipal revenue could not be determined.
